Office Clipboard task bar icon won't remain available

Hi,

I have set up the office clipboard to automatically display, show in the
taskbar, and give a status update when copying.

However, the icon never appears, even though I hit copy or printscreen
multiple times. The only way I can get it to appear and copy multiple items
is to have an Office application open, with the Clipboard pane showing.
Currently I'm using Outlook to accomplish this, but that's not the way it's
supposed to work.

How come it won't display automatically, without having a pane open in an
Office application?

Because it is an "Office" application, not a Windows application. It only works with Office programs open.
