Office Clipboard toolbar - off please!

The toolbar that stops you every 12 items to remind you that it can
only hold 12 items.

It's EVERYWHERE! Excel, Word 2000, Outlook. I can turn it off, but it
comes back again the next day like a bad coin.

Can I turn it off permanently? Can I turn it off for all applications
at once? Or must I go into each app separately and do something?
