Office Communicator 2005 use without outlook installed

Hi, we are attempting to use MOC 2005 on Wyse Thin clients running Windows xpe
The terminals have no office or outlook installed. only word/excel viewer.
We can sign in, see my contacts but their status is unknown. I can start a
conversation with a contact, but when they try to start one with me, it says
I am not signed on.
Any ideas why? I suspect it has something to do with not having outlook
installed.
Note, this is a corporate version of moc2005.

Additional note, my status is stuck on "Appear Offline" below it it says
"call forwarding".
