Office Communicator 2007 - block users

Question:

We have Office Communicator 20007 installed, and we are about to implement
it to 600 users.

We would like to make it so that normal users cannot contact our Help desk
staff directly.

I've dug through white pages, and the only things I can find that might be
able to do this is using Teaming, and/or doing a group Policy to 'Enable the
State Appear Offline' setting.



Am I going about this the right way?

Can this actually be done?

Is there any documentation pertaining to this?
