Office Completely Disabled??

From the beginning:

I downloaded a spreadsheet with macros in it, and when I
opened it the first time, I got the following message in
a pop-up box: "Macros in this workbook are disabled
because the security level is high, and the macros have
not been digitally signed or verified as safe. To run the
macros, you can either have them signed or change your
security level. Click Help for more information."

My problem is that I can't change my security level,
because most stuff on the menu bar is grayed out, and
everything on the toolbars is grayed out. I can't even
paste text into a new document now, nor can I edit an
existing document. Is there any way for me to change my
security settings, or am I going to have to reinstall
Office? Thanks for any help anyone can provide!

pre-installed?

include the pertinent info.

Windows XP Home Edition
