Office Developer 2000 incompatibility issue

When I use the Office 2000 Package and Deployment Wizard
to create an application installation CD, that won't
load/run on Windows XP. I am not including the runtime or
the support directories on the CD - is that my problem? I
am just including the primary CAB file, the two setup
files, and an autorun.inf.
