Office error 1706

I have recently uphgraded from Win98 to 2K and
reinstalled MS Office Small Business and now when I try
to open a calendar template in Open New Office Document I
recieve the following error

Error 1706
No valid source code could be fond for product Microsoft
Office 2000 SR-1 Small Business. The Windows Installer
canot continue.
I have reinstalled the software a couple times and it has
not helped. Any thoughts?
