Office Feature Installation State and Maintenace Mode Incompatibil

Created Office 2003 TRANSFORM using the tool (CIW), in the "Set Feature
Installation States" some were set to "Not Available, Hidden, Locked".
However, once the installation is complete , the user can go to "Add or
Remove Programs" for Office, select change and the (NA, H, L)features are
seen. Microsoft's definition of "Not Available, Hidden, Locked" is "The
components for the feature are not installed and the feature does not appear
in the feature tree when users run Setup in maintenance mode — nor can users
install it by changing the state of the parent feature or by calling Windows
Installer directly from the command line." Has any seen this and is there a
resolve? thx.
