Office Installation compatiability issue?

I tried to install and received an error message, in short
Set up failed could not locate a qualifying product. I
read a lot of the emails posted and it seems that there
may be an upgrade download to solve this issue (if it is
an issue. I would appreciate some guidance:)

The message indicates that you are trying to install an Office upgrade
version. A statement that yours is an upgrade should also appear on the CD
you are trying to install. There is no download that will fix your problem.

For an upgrade version you must either have the qualifying product installed
or have the installation CD available for verification when the installer
looks for a qualifying product. If you are using an installation CD, just
insert it in your drive and browse to it when asked.

What constitutes a qualifying product for Office 2003 can be found by
selecting Office 2003 Edition you are trying to install here:

The message means that you purchased an Upgrade version. Upgrades always
require a previously owned (not necessarily installed) product to qualify
you for the substantial discount on the Upgrade version. If you do not have
a previous qualifying product (see the package for what qualifies for your
version), then you will have to purchase a full version.
