Office Language bar

I want to start using speech recognition. However, the
language bar seems to be lost. I have tried several ways
to get the language bar to start, however it is anywhere
in word or in the control panel section. Any tips where
to look for it.

To show the Language bar:
1. Open Regional and Language Options in Control Panel.
2. On the Languages tab, under Text services and input
languages, click Details.
3. Under Preferences, click Language Bar.
4. Select the Show the Language bar on the desktop check
box.
