Office License Use

I purchased a desktop computer 2 years ago from Dell, and purchased Office
Home and Student 2007 with it. Now I am considering buying a laptop. Do I
need to buy Office 2007 again, or can I just install it on my new laptop from
the disc I currently have? It seems a little silly to buy another copy of a
program I already own.

You don't own the program. You buy a LICENCE to use it.
If the copy you bought from Dell is an OEM one, then no you can't install on
another machine.

On your Dell computer start Word. Click the Office Orb and then Word
Options, Resources, About Microsoft Office Word 2007. In the window that
opens look at the Product ID number that displays. If the 3 characters
after the first dash is OEM then this is an OEM version and can not be
installed onto any other computer ever as the license dies with the first
computer it is installed onto. If it is 3 digits then it can be installed
onto up to 3 computers at the same time within your household and can be
freely transferred between computers when one dies. Home and Student can
not "legally" be used for any commercial or non-profit work.
