Office Licensing on a Server

Since MS Office is licensed on a user basis, can we legally install a copy of
Office on a server if the users who access this server have an Office license
on their desktop?

I may be wrong, but as I remember, later versions of Office did/do not work
properly by intent when run remotely from a server.

All versions of Office run well in a terminal server environment. Where did
you get the idea that later versions have problems?
