Office Links Toolbar Button - Error in DLL

I am using MS Access 2003 and when I try to publish a report in Word or
Analyis it in Excel I get the following error.

Error in Loading DLL

Does anyone know what might be causing this problem? The problem seems to
be isolated to one PC.
