Office .MST Settings only run once? !!

What am I missing.

I am deploying office with an .MST file calling a .prf file. The settings
for the .mst file only seem to apply for the user who is logged in when
running the setup. Any other user does not get these. i.e. disable archive.
The .prf file is running because the importprf command in the .mst, I
believe?

Question:!!!

How can .mst settings apply to all users loggining into a computer (no
roaming profiles)
