Office not installed?

I have a strange issue that I cannot resolve. I installed a volume license
copy of Office 2003 - Same key etc on numerous machines. All worked like a
charm. When a restricted user (Restricted via group policy) runs word ort
any office application, the icons are all greyed out and it says that the
application is not installed? None restricted users (Domain admins) can
access everything okay.

I assume it has to finish the install process for each and every user but I
know there is a way around this - Any ideas out there?

Installation requires elevated privliges. If these are roaming/travelling users you might find that topic in the MS Office Resource
Kit at http://microsoft.com/office/ork/2003 helpful. First time use in those instances (a new user) needs to be able to right both
folder and registry entries for the user.

That does not make sense as there are 40 or so previous computers set up in
this domain and new users to those systems do not have to do anything with
office - It automatically starts and has the user details etc filled in - I
assumed that somewhere a registry edit was done, I just cannot locate it?
The users are all roaming users as it is a school with a few hundred kids.
I checked all current GPO's and nothing references the office installation.
Example user name user1 signs onto SYSTEM1 and can use Word with no issue.
A new system SYSTEM2 was added with office installed and the computer is in
the same OU in AD as SYSTEM1. USER1 whose profile allowed access to office
on SYSTEM1 cannot run office on SYSTEM2 which means that it has to be a
system registry edit somewhere??
