Office OEM versions

Is buying Microsoft OEM software legal? I see ads all the
time for Office Standard (usually XP) for less than $150
most are OEM versions. Can I purcahse these or what? I
have heard it is OK if the product is shipped with a piece
of hardware like a mouse or hard drive. Is this true?
How do I identify OEM software?

OEM (original equipement manufacturer) software is legal to purchase if you
qualify as an OEM manufacturer.
