Office Outlook Safe Mode

I have been using Office Outlook for a few years and no hiccups. Now when I
try to open I get the following:

Outlook failed to start correctly last time. Starting Outlook in safe mode
will help you correct or isolate a startup problem in order to successfully
start the program. Some functionality may be disabled in this mode.

Do you want to start Outlook in safe mode?

I click yes and and it tells me it wants to send error report to Microsoft
because of Business Contact Manger. Then...."Outlook failed to launch in
safe mode. Do you want to start "detect and repair"?

Then windows tries to configure Small Business Edition 2003, completes, but
still will not access.

I have exactly the same problem with microsoft outlook 2007 and after repair
still not open.
