office programs always open in safe mode

Outlook, Excel and word all open in safe mode and functionality suffers.
I have run the diagnostics tests and it reports no issues.
How can I fix this please??

Usually means that an add-in is causing a problem, you have an anti virus
application intergrated with Office?
