I know have Word 2000 what would be the best office program to buy to
upgrade.
Office XP or Office 2003 and I want Access so can I put Professional Office
when I am running XP Home?

might as well get 2003 seeing as it's just been released....

You can get a free trial kit for Office 2003 by just paying the shippnig charges of $7.95. and try it before you buy it if that helps.
