Office setup running everytime software is opened

Everytime an office suite product is opened the Setup for
a new user runs.

This is on a standalone WinXP Pro machine, Office 2003
Pro. Restriced users and Admins. Only exception is that
it only happed on Dell GX270 and GX 260 machines. This
does not happen on HP Vectra VL400 or VL 420 machines.

If anyone has any suggestions I would appreciate them.
