Office Shortcut Bar not working - XP

Hi,
I'm sure this has been covered in the past, but I've done a search and
cannot find an explanation, so could anyone please tell me why the Office
Shortcut bar now 'pins to start bar' any of the links when clicked, instead
of launching the application?
This is happening with Office 2002 running on XP home.
Any ideas?
