There isn't an OSB in MOS 2003 but these may help--and although MS doesn't
officially recommend it, you could get the shortcut bar from a previous
version as a workaround. See MSKBs below:

Some folks have also recommended third-party products like Jet Toolbar. I
can't say, because I use the Windows Task Bar.
