The Office Shortcut Bar is not included in Office 2003. See http://support.microsoft.com/?kbid=822573 for suggested workarounds, one
of which is to custom-install the OSB feature from an earlier version of
Office.

install just the Shortcut Bar (make sure it's the last Office product you

Consider using the Windows XP Quick Launch {QL} Toolbar. You can move the
QL Toolbar to the top or side of your display. After you move the QL
Toolbar, you can set it to Always on Top and Auto Hide.
