Office Shortcut Toolbar

I have had a problem with my MS Office Shortcut Toolbar having a very
"grainy" looking appearance. I have tried adjusting the visual settings in
the past and there seems to be no connection there. I purchased a new PC and
installed Office on it, and the problem persists. Office 2000.
