Office SP2 update does not check for SP1 which is necessary

I had trouble installing Office 2003 SP2. Just got a message at the end that
installation was not complete. The following suggestions did not help.
After lots of communication with Microsoft I discovered that SP1 was not
installed. The Office updater and the SP2 install package should have
pointed that out. This could have saved me several re-installs and lots of
time.

According to the notice on Office 2003 SP2 it should not matter what prior
updates you had (or had not) installed. I know that I have personally
installed SP2 over a clean Office 2003 system without needing to install SP1
prior to doing that. If a MS employee told you that you had to install SP1
first, please provide that person's name and email address (be email if you
prefer) as I'd like to help clear up that misunderstanding.

I would suspect some other condition/error on your system. For example, one
of the most commone problems when installing Office service packs is having
the correct version of the MS Installer present on the host system.
