Office SP2 Update - MS Access 2003 refuses to run issue

After upgrading 100 workstation via policy and re-deploying a streamed OFFICE
2003 +SP2 installation to all machines, which on the surface appeared to
succeed (open app / help / about - app +SP2 displayed) we thought yeah great
fantastic policy did as it was expected to do.

then we tried to run MS ACCESS 2003 and it just does nothing, it starts then
disappears the process runs then stops.

Uninstall - re-install fails and we get nothing.

HELP - SOMEONE why has SP2 fried all our machines, and I mean all.
