Office SP3 loops after reboot

Hi: I have updated to MSI v3 recently (on WIN 2000 pro) and found that
when I build new images, SP3 will not install, just continually stuck in a
reboot loop. (objects are NALed (Novell Application Launcher) to the new
workstation). Also, MS03-037 and MS03-038 will not update their respective
files. This all ran well when MSI v2 was installed. Since these updates
use MSI, MSI 3 is installed first then the others. If MSI 3 is installed
after SP3 and the others it all works fine.
