Hi Ellie,
The Office Startup Assistant (OSA) launches the
Office Shortcut Bar (MSOffice.exe) if installed
and retains some DLL files in memory for Office
for faster restarts of Office apps.
It is not a mandatory file and you can remove
the Office Startup shortcut from your
Start=>Programs=>Folder.
