Office Toolbar Autostart

I am running Windows XP, Office Xp, Frontpage 2003, and
Publisher 2000. I have the Office Toolbar activated, but
for some reason it will not auto start when I turn on the
computer. I have to go into the programs section and
activate the toolbar every time. Doers anyone know what
might cause such a problem?
