office toolbar goes behind open apps

I have office97 installed on numerous pc's in my work, but
when the users are opening different apps the toolbar that
is at the top of the screen goes behind the app and not
ontop. The ontop box is checked but will not stay ontop,
therefore you cannot use it when inside an application.

Have you installed all of the service packs? I know we fixed at least some
of these bugs.
