Office toolbar

I installed MS Office 2000 on a winnt 4.0 Terminal Server.
I used the TRANSFORM file and setup worked OK.
When I start the toolbar for every user, including admins,
there is an error message which states:
"the office toolbar is not installed. Please run setup
again"
Does anyone know what happened?

Toolbar together with various other tools, eg converters may not be
installed by default.
Toolbar is a shortcut in 'Microsoft Office Tools' in programs
Perhaps modify installation?
