Office toolbars in IE - strange

Hello,
I've a question concerning showing office toolbars in Internet
Explorer while opening DOC/XLS files. I'd like to always show
"Standard" and "Formatting" toolbars in IE when I open a word/excel
document in it.
So far I can see, that I don't know why sometimes it works sometimes
not. On the same IE/Word versions I can see the following cases:
1. works fine - just after I open a doc file in IE both toolbars are
shown
2. I have to turn on both toolbars in "View -> Toolbars ->" menu (
3. I have both toolbars turn on but I can't see/use them !!!

How can I fix/set it to always have both toolbars in IE when I open
doc/xls file?
Does this depend somehow on templates? globa templates? If yes, then
how to set it properly?
