Based on my experience, such an issue is mostly caused that:
1. There are multiple versions of Office installed on the computer. And then, when you start any Office application, it need to re-configurate
itself.
2. There is problem with the user account's permission on the Office registry key. And then the Office configuration information cannot be
retained in the registry key properly. When you start it, it needs to be re-configurated.
3. The Office 2007 installation was corrupted.
According to current situation, perform the steps on one of the computers to see if it works.

Login the administrator account.
Assign full permissions to the group Computer_name\Users on the whole Office registry key
[HKEY_LOCAL_MACHINE\Software\Microsoft\Office].
Login the user account. Make sure that the user account has full permission on the registry key [HKEY_CURRENT_USER].
Test the issue again. What is the result?
If the issue persists, go to step 2 to uninstall/reinstall Office 2007

Removing and reinstalling Office program only remove the Office program. It doesn't remove any Office document or Outlook data such as email
messages, contacts, calendars, and etc.
1. Download and install the Windows Installer Cleanup Utility.

2. After you install the Windows Installer CleanUp Utility, click Start menu-> All Programs-> Windows Install Clean Up.
3. Because Office 2007 installation based on multiple windows installer entries, there will be multi Office 2007 entries in the utility. Highlight all
the Microsoft Office 2007 related entries in the list and then click Remove. Quit the Utility.
4. Restart your computer and then reinstall Office 2007.
5. Try to install the Office 2007 SP1 update again.
Test the issue again. What is the result?

Hi,
Unfortunately this doesn't help. Tried it on 2 machines but the problem
persists. Other solutions? An what is th reason to why this is happening?
