Office Update ActiveX Control failed to load

With XP Pro I'm unable to update Office. The info bar does not appear as it
shows in the picture. I have followed all the security directions and
nothing changes. I am also having a similar problem on another site. Seems
to only invove ActiveX Installation Engines
