After reading about everyone's problems in this area, I can
tell you what worked for me:
Before you do this step, make sure that you've done all the
obvious things, like emptying your cache, making sure
microsoft.com is added to your trusted sites zone, and that
the permissions in that zone allow ActiveX to run, etc..
Also, make sure your copy of the OfficeUpdate Installation
Engine in \Windows\Downloaded Program Files is up to date
and not corrupted (remove it and reboot if necessary; it
will be automatically reinstalled next time you visit the
Office Update site).
Delete the following three files in \Program
Files\OfficeUpdate11:
Both files that end in ".as"
The file that ends in ".des"
Then go back to the Office Update site and the ActiveX
control will run to completion.
