I found that Windows 98 machines cannot download the ActiveX thing needed to
detect the Office updates they need. The first time I saw this problem was
when I was on a friend's PC that runs Win98SE and Office97. Following the
instructions to wipe out interenet temporary files and following the
instructions to make office.updates.com a "safe site" did not work. This
happened again on my PC right after I freshly reintalled Win98SE, IE6 SP1,
and Office2000, so this is not a virus or a worm causing the problem.
