Office updates have been failing for me. Help!

This is the log for my failed Outlook 2003 Junk Mail filter update. Also,
the latest security update for Word 2003 failed as well. Any ideas?

I would try downloading and applying the fullfile versions of each of these
updates. Just so you know, the 1635 error translates to:

ERROR_PATCH_PACKAGE_OPEN_FAILED
This patch package could not be opened. Verify that the patch package exists
and that you can access it, or contact the application vendor to verify that
this is a valid Windows Installer patch package.

Unfortunately in both cases I downloaded the exact files to which your links
point.

I did notice that I don't have any OUTLFLTR.msp file at the location the log
indicates:
D:\DOCUME~1\Bill\LOCALS~1\Temp\IXP001.TMP\

Is this important? Other non Office updates have installed fine. Any other
ideas?

I would use Winrar to extract the contents of the update to a local
directory of my choosing (e.g. c:\patch) and then run ohotfix or call
msiexec with additional switches to get a more detailed log when trying to
install the update.
