Is there a log file created on the standalone machine when a user downloads
from Office Update?

Yes - on Windows XP machines, this is found in:

C:\Documents and Settings\{username}\Local Settings\Temp\OfficeUpdate\

If they run the individual downloaded patches, the log files are in:

C:\Documents and Settings\{username}\Local Settings\Temp\OHotFix\
