Office Web Components Installer

The microsoft office web installer requires administrator privileges in order
to install necessary components. Installation failed.

That is the error im getting, now the back story.

The company i work for has an access database that they somehow turned into
a webpage (html). If i open it on my machine, it opens fine. If i open it on
a Virtual PC with Office 2000 or 2003 It won't load. I have three accounts
Domain Admin, Domain User with Local Admin rights, and domain user. Every one
of those accounts i get the same error.

We have machines all over the USA and someone people can open it and others
just get a heading at the top (which is inside the access database now html
file). This just started happing a few weeks ago. It seems around the same
time we placed a WSUS server in. Im guessing a windows update somehow torked
the machines that will not work.

Does anyone know how to fix this issues? Im logged in as a domain admin and
i still get the "you must be an admin" prompt.
