office will not open

When i try to open an office application I receive the
following message;

This application must be installed to run.
please run setup from the location where you originally
installed the application.

THEN;
the MSIEXEC.EXE file is linked to missing export
MSI.DLL.222

THEN;
cannot launch C:\windows\system\msiexec.exe
a device attached to your system is not functioning.

What does this mean and can I fix it ?

Please help in laymans terms someone!!!
