Office won't open, and won't load from original CD

I am using XP Pro, and just added a new user to the
system. That user can't open any MS office files. It
asks me to insert the installation disk, and when I do it
begins loading, then stops during the pop-up that
says "configuring Microsoft Office 2000", and gives an
error 1606 "could not access network location
<commonAdministrativeTools>.ALLUsers/."

Help....
