Is there a way to open a works program with office XP?

Do you mean can you open files (rather than run programs)
from MS Works on a computer with MS Office on it?
It will depend on the version of Works that created them
and the converters you have installed in Office.
Works v6 and higher spreadsheets will open in MS Excel
MS Word can open Works Wordprocessor files by installing
(depending on the version of Works) the optional MS Works
converters from MS Word/Office listing in Add/Remove Programs
in the Windows control panel, or from
http://microsoft.com/products/works/homepages/ProductUpdates.asp
