Office XP developer installation

I recently attempted to install Office XP developer. Everything
appeared to install correctly, but when I start the Microsoft
development environment, nothing happens. No error, no message,
nothing. The same problem happens with code librarian. All other
applications that were installed seem to work. I've tried to remove
Office XP developer, but an error comes up "Setup failed" with no
other details. A manual removal and reinstall don't help either.

I'd really like to use the digital dashboard, so I'd like to get this
working. I'm at a loss as why the development environment won't work.
Any suggestions?

I'm running Windows 2000 Pro, and have both Office 2k and Office XP
installed.
