Office XP Excel Macro Security Problem

I have Windows XP installed and am running Office XP. In
Excel under Tools/Macro/Security, I choose Low and click
OK but when I return to this location, Medium is selected
again. I have tried saving my workbook but that does not
help. How can I keep the Low Security Macro Setting?
