Office XP pro does not have publisher?

I went to the suggested update url, the features of XP Pro
do not list Publisher? How can I upgrade my Office 97 Pro
Publisher function to XP Publisher

Purchase Microsoft Publisher 2002. It is available as a standalone product.
It was included with some suites (Office XP SBE which is OEM only) and
Office Pro pre-installed (also OEM).
