Please, when you find the solution for your problem, please post it rather
than a "never mind." It does a lot to help others who may be looking through
the posts here for the same question and solution.

I had the same problem when I upgraded from Office XP to Office 2003. It was driving me nuts, so I ran the setup for OfficeXP and did a custom install. I directed the install to a new folder /Programs/MicrosoftOfficeXP. When the custom install options dialog came up, I checked everything as Not Available except in the Office Tools, I made sure that the Shortcut Bar selection was Available From My Machine and I finished the install. It worked perfectly
