Office XP SP3 and Public Folders

After installing OfficeXP SP3, I am problems with Public Folders with
Outlook 2002. The problems are 1) I can no longer create top-level folders
and 2) even though I am a Owner of a folder, the permissions are greyed out.
With pre-SP3, I am able to create top-level public folders and have no
problems with permissions.

Anyone else experiencing this? Fix?

AD with 2003 servers
Exchange 2003
