Office XP SP3 Error

I am trying to install service pack 3 for Office XP and I am getting the
following error:

Error creating process <C:\Documents and settings...\Local
settings\Temp\IXP000.tmp\ohotfix.exe> Reason: Windows\system32\advpack.dll

I have applied this update to several machines but this particlar PC is the
only one that isn't working.

HELP PLEASE
