Office XP SP3 EULA prompt

I have 2 laptops and have installed both with Office XP
SP3. One with the Live Update and one by downloading it
to the hard drive and installing from file.
The Live update install also had a MS Office XP Secutity
patch installed afterwards.
Now, any time either of the PC's open any Office apps
the EULA popup appears and must be accepted.
Laptops are running XP Pro and the SP's were installed
as administrator. EULA pops up for both Admin and user
ID's

Any ideas as to why this popup will not leave and how can
I stop this EULA for popping up every time?

Hello Steve,

TO me it seems that somehow the Installation is corrupt
What you can try is to switch to admin account and reinstall Office and
run the update after that, you can first try this by using detect and
repair otherwise via the control panel, add remove.
