Office XP SP3 keeps "installing" office product

I upgraded a user to Office XP from Office 2000. I also
installed SP 3 for Office XP. Now every time the user
opens an Office file(word, excel, ect) it installs the
office component.The user also cannot mail from Excel.
Gets General Mail failure when she tries to send
spreadsheet to mail recepient.

I have uninstalled Office Xp manuy times with no sucess.
Any suggestions?
